Lucas Jose Martinez, 61, of Oak Harbor, Whidbey Island, Island County, Washington, United States is a lieutenant commander with the U.S. Navy‘s Fleet Readiness Center Northwest in Washington. He is accused of communicating with a boy, 14, of Anacortes, Skagit County, Washington via Sniffies, a hookup web app for gay, bisexual, and bicurious men.

In July 1997, Martinez joined the U.S. Navy. On October 13, 2022, he was the oldest sailor who attended a gathering for the U.S. Navy birthday at the Naval Base Kitsap on the Kitsap Peninsula in Washington.

On November 21, 2023, Martinez allegedly created a Sniffies account on Sniffies and sent a message to the Anacortes boy. The U.S. Navy officer wrote, “Hi there. Would you be interested in meeting up with a very generous daddy”.

On November 27, 2023, Martinez and the Anacortes boy allegedly met in person for the first time. On December 12, 2023, they allegedly had sex in the boy’s residence in Anacortes and the adult man allegedly paid the boy $200.

“It was amazing baby,” Martinez wrote in a message he sent to the Anacortes boy hours after they allegedly had sex. “Hopefully you can meet up again next week again or later this week.”

After the sexual encounter, the Anacortes boy blocked Martinez’s number. In January 2024 and February 2024, the U.S. Navy officer tried to contact the boy but to no avail.

On March 13, 2024, Martinez was arrested at his residence in Oak Harbor and charged with third-degree rape of a child, commercial sexual abuse of a minor and communication with a minor for immoral purposes. He was bonded out of custody.
